SETA

Last updated 2026-06-28

A SETA, Sector Education and Training Authority, administers skills development levies and grants for a specific industry sector in South Africa.

A SETA (Sector Education and Training Authority) is one of the sector-specific bodies that administer skills development funding in South Africa. Each employer falls under the SETA matching its primary industry, based on its SIC code.

What it means

SETAs distribute mandatory and discretionary grants to employers that submit a workplace skills plan and annual training report, partly returning the SDL an employer has paid. They also accredit training providers and oversee learnerships within their sector.

Where it fits in

The grant an employer can claim back is calculated against the SDL it has paid through payroll, so accurate payroll reporting underlies both the levy paid and the grant potentially recovered.

Key rules

  • SETA = Sector Education and Training Authority, one per industry sector.
  • Employers fall under the SETA matching their SIC code.
  • Distributes grants funded by the SDL, against a WSP and ATR.
  • Accredits training providers and oversees learnerships in its sector.
